Powcr Effie Louise, founder of the American Children’s Library and a library science educator and author, was born on February 12, 1873 near Connexiot, Pennsylvania. When she was 13, her family moved to Cleveland, where she graduated from the Central High School. Powell’s neighbor, William Howard Brett, asked her to take a seat at the Cleveland Public Library, where Bauer began her library career in the fall of 1895. Bauer went to his alma mater as a school librarian for about three months and returned to the Cleveland Public Library where, under Brett’s direction, she managed a small reading room and converted it into a children’s reading room in 1898 Bauer became the first child librarian in the Cleveland Library System.
