近年来,我国保安业有了长足发展,有关保安队伍规范的文件也相继出台。但作为社会治安的一支重要辅助力量,保安队伍管理工作仍有诸多不足:保安员文化水乎偏低,素质参差不齐;队员招聘把关不严,只管眼前不问过去;由于缺乏相应法律常识,保安员在执勤中常引发矛盾。作为服务性行业,保安员的服务是赢得客户、赢得市场的关键所在。而受工资、福利待遇等方面的影响,保安员普遍存在文化素质低、就业门槛低的状况,此时,培训工作就显得更为重要。然而,记者在北京、天津、兰州、廊坊等地了解到的情况却是:培训时间短、培调内容单一、针对性不强。在这样的前提下,不要说保安员对培训的兴趣浓不浓,就是培训的组织者面对年年一成不变的培训内容、培训形式也会感到厌倦,培训的积极性、主动性提高不起来,培训内容与实际工作联系不够紧密,很容易造成“只见培训、不见素质增长”的局面。培训工作不到位,保安员的素质就难以保证,在执勤中很容易出现不和谐的声音。特别是一些非正规保安组织,人员招收把关不严,培训工作严重缺失。国内媒体曾一度铺天盖地对保安行业中出现的违法乱纪事件进行报道,各类负面事件频发,与保安培训工作的缺失有很大关联。可以说,抓好保安从业人员培训工作已刻不容缓。
