今年以来,我区由于人武部收归军队建制和安排干部转业,各级班子变动面比较大,正营职以上干部调整面占现有干部数的31.6%,旅团班子成员平均调整面达67.2%。这次调整使大批新任职干部,尤其是旅、团领导干部走上新的领导岗位,同时,也使这批干部的素质能力面临新的考验。从目前的情况看,许多同志刚走上领导岗位,特别是担任主要领导职务的同志,有事业心、有热情、有朝气,有把部队建设抓上去的强烈愿望和干劲,但是他们中的相当一部分人职务上去了,并不等于水平上去了。有些同志理论功底还不扎实,工作经验不足,顾此失彼,统
