冷战结束后,由于苏联的解体,美国实际上已成为独一无二的超级大国,并拥有世界最强大的军事力量。近年来美国为了其保持全球战略和国家利益的需求,依然坚持80年代中期宣布的控制16个海上咽喉航道,即全球范围内的16个天然、人工海峡的政策。共中,巴拿马运河这个被美国视为“国防和经济生命线”的航运要道,就是其公布的两个人工海峡之一,可见其战略地位之重要。1999年12月31日中午,美国把运河控制权正式交还给巴拿马,并关闭巴拿马境内的所有美国军事基地。这一天标志着美国在该地峡近一个世纪的军事存在和控制的结束,对此美国是决不心甘的。
