1993年10月,县卫生局根据我院管理混乱、经济入不敷出、亏损严重的现状,决定采取公开招标院长的办法,对我院实行租赁制经营。为了加强宏观调控和监督指导工作,县卫生局与租赁法人签定了《租赁合同》,由公证部门给予公证。《合同》规定了双方的权利和义务,租赁法人在租赁期内要实现的经济指标、工作目标、租赁期、注意事项、违约责任等内容。完成任务者,按《合同》规定给予奖励,否则将由租赁法人用家庭财产给予赔偿。
