公路在在我国交通体系中占据主导地位,是公众出行的最主要方式,确保公路的稳定发展对于我国经济社会具有重大意义。经过多年的快速发展,我国公路建设取得了举世瞩目的成绩,公路通车历程逐年攀升,然而随着由于公路管理体制改革的滞后,我国公路的社会效能并没没有得到充分的发挥。鉴于此,国家开始了公路管理体制改革的探索,比如转岗改制、取消燃油税、取消二级公路收费等等,由此带来了公路职工和公路队伍的不稳定,一些深层次的矛盾集中爆发,影响到了公路管理的正常运转。在以人为本理念成为指导各行各业开展工作的首要准则的背景下,用以人为本的理念来指导公路管理的发展是确保公路稳定的必要条件。
The dominant position of the highway in the transportation system of our country is the most important way for the public to travel. After many years of rapid development, China has made remarkable achievements in highway construction. The road opened to traffic has increased year by year.
