埃及是第一个与中国建交的非洲和阿拉伯国家,中国历来把埃及视为中国在非洲和阿拉伯地区最重要的战略伙伴。2006年11月,两国政府在北京发表《中埃建交50周年联合新闻公报》,强调埃及在阿拉伯、伊斯兰和非洲范围内的“独特地位”,并希望埃及在国际事务中发挥“有效作用”。本文从中非合作论坛这个角度出发,认为埃及在非洲大陆享有历史与地理、人口与经济以及政治与外交等三个方面的“独特地位”。与此相应,埃及也能够在中非合作中发挥三个方面的“有效作用”,即“政治合作中的带头作用”、“经济合作中的示范作用”以及“文化合作中的桥梁作用”。 Egypt was the first African and Arab country that established diplomatic relations with China. China has traditionally viewed Egypt as China's most important strategic partner in Africa and the Arab region. In November 2006, the governments of the two countries issued the Joint Press Communique on the 50th Anniversary of the Establishment of Diplomatic Relations between China and Egypt in Beijing, emphasizing Egypt's “unique status” in the Arab, Islamic and African contexts and expressed the hope that Egypt will play an “effective role” in international affairs. . From the perspective of China-Africa Cooperation Forum, this article argues that Egypt enjoys the “unique status” of three aspects: history and geography, population and economy, and politics and diplomacy on the African continent. Correspondingly, Egypt can also play “effective role” in three aspects in the cooperation between China and Africa: “the leading role in political cooperation”, “the model role in economic cooperation” and “the bridge role in cultural cooperation.”
