The road traffic accident has become "the first public hazard" resulting in one of the largest threat against human lives and safety.1 Although many infectious diseases have been encontrolled or wiped out since the beginning of this century, the incidence of trauma (half of it belongs to RTT) has been increasing. It seems that trauma and modern civilization are growing in parallelism and RTT is, therefore, also called "a disease of the civilized society". At the 34th World Congress of Surgery held in Stockholm in August 1991, there was a headline in bold letters in the program: " Trauma—the neglected worldwide problem". 2 Many participants voiced their own opinions and suggestions. RTT was one of the most important topics they were concerned with.
