目的为优化血吸虫病预防控制工作人力、财力和物力资源配置,探索血防工作人力及价格标杆值。方法依照《血吸虫病预防控制工作规范》,记录荆州市国家、省级监测点和非监测点以及县、乡级开展血吸虫病预防控制工作工时和经费支出,用Excel录入原始数据,采用SPSS 11.0软件包进行调查资料统计处理,测算血吸虫病预防控制工作单位成本和人力需求。结果省级监测点村每调查1 hm2钉螺需4.92人天,每1 m2需0.04元;药物灭螺1 hm2需71.15人天,每1 m2需0.42元。人群血清学单项检查1人次需0.046 9人天、7.52元;孵化法粪检1份标本需0.127 8人天、14.35元;治疗及扩大化疗1人次需0.038人天、9.58元。家畜查病粪检1头次需0.242 6人天、21.85元;治疗1头次需0.143 3人天、21.56元。结论测算出的血吸虫病预防控制工作单位成本和人力需求可作为标杆值,为科学制定防治规划和开展量化管理提供参考依据。
The purpose is to optimize the allocation of human, financial, and material resources for the prevention and control of schistosomiasis, and to explore the manpower and price benchmark of blood-washing work. Methods According to the “Code of Practice for the Prevention and Control of Schistosomiasis”, record working hours and expenditures for prevention and control of schistosomiasis at the national and provincial monitoring points and non-monitoring points in Jingzhou City, and at the county and township levels. The raw data were entered by Excel and SPSS 11.0 software Package statistical data processing survey, estimates of schistosomiasis prevention and control work unit costs and manpower needs. Results In the provincial monitoring village, there were 4.92 human snails per 1 hm2 survey and 0.04 yuan per 1 m2. For the drug snail 1 hm2, 71.15 human days were needed, with 0.42 yuan per 1 m2. Population serological single examination of 1 person required 0.046 9 days, 7.52 yuan; hatching fecal semen 1 specimen 0.127 8 days, 14.35 yuan; treatment and expansion of chemotherapy 1 person required 0.038 days, 9.58 yuan. Manure inspection fecal examination required a first time 0.242 6 days, 21.85 yuan; treatment of a need to 0.143 3 days, 21.56 yuan. Conclusions The estimated unit cost and manpower requirements for prevention and control of schistosomiasis can be used as the benchmark to provide reference for scientifically formulating prevention and control plans and carrying out quantitative management.
