按照“三个代表”的要求,做好干部监督工作必须针对新情况、新特点,突出四个特性。一、未雨绸缪,突出主动性。干部违纪违法往往带有很强的隐蔽性,有的甚至披着“合法”的外衣,以致一些干部的问题已经到了十分严重的程度,却难以察觉。因此,新时期的干部监督应将监督的关口前移,坚持教育为主、预防为主、事前监督为主,增强监督工作的主动性、超前性和预见性,及时发现苗头性和倾向性的问题,有针对性地采取防范措施,把问题消灭在萌芽状态。
