当前,农村基层组织建设工作中存在着这样一种现象:戳班子不容易,放倒班子也真难。据分析,后进班子像“不倒翁”的原因:一是旧观念作怪。多年来,我国干部人事制度积淀下来的弊端之一就是能上不能下。干部一旦被提拔使用,只要不犯错误,就不能降。所以村干部只要不被司法机关抓起来,自己不撂挑子,就得永久干下去,也就是“倒”不下来。二是虚荣心使然。目前农村工作很难做,有人畏难,不想当干部。加之广大农民都忙于投身商海,谋划自身的致富大计,有许多人不愿意当村干部。于是有的乡饥不择食,随便降低标准,找个人顶摊。但通过一段时间的实践,发现其并不适合当村干部并进行调整时,这些村干部就觉得自己被愚弄了,虚荣心使其产生
