在科学的意义上,一个范式就是关于现实的一套较为系统的假设。范式对于人类的思想和行动来说是必不可少的。因为人们必须清楚地阐述理论或模式,并运用经过阐释的理论或模式来指导自身的行为。作为一个相对独立的研究领域,公共部门管理特别是政府管理研究在100余年的发展历程中发生了三次重大的范式转换,本文拟对这三次范式转换作一个梳理。
In the scientific sense, a paradigm is a set of more systematic assumptions about reality. Paradigms are essential to human thought and action. Because people must articulate theories or patterns and use interpreted theories or patterns to guide their own behavior. As a relatively independent field of study, there have been three major paradigm shifts in public sector management, especially in government management research over the course of more than 100 years of development. This paper attempts to outline the transformation of these three paradigms.
