城市治理作为国家治理体系和治理能力现代化的重要组成部分,需要不断地实行体制机制创新;而城市发展评价因其价值导向、尺度重构和调控配置效应也成就了治理现代化这一“大象无形”命题的具象演绎。长期以来,我国的城市发展评价一直存在着分散化、非常态化和规范化缺失的状况;地方政府评价主体面临内在角色冲突和功能错位,评价设计的选择性工具偏好一定程度上影响了其预设的价值实现,价值评价被替换为了简单的“指标演义”。由此,城市发展评价中地方政府实然的行为逻辑与应然的价值标杆之间产生了显著离差。本文以S市为例,展开对于三个年度的城市发展评价个案的比较研究,尝试从其治理叙事和制度架构的梳理中还原评价设计的事实操控,以此来分析地方政府行为方式的模式特征并剖析其内在逻辑。

This paper takes S city as an example to start a comparative study on the three annual urban development evaluation cases and attempts to restore the factual control of evaluation design from the combing of its management narrative and institutional framework so as to analyze the mode characteristics of local government behavior patterns And analyze its internal logic.
