我国2002年开始电力体制改革时提出,要充分发挥市场在配置资源中的基础性作用。但2002~2005年属第十个五年计划期间,还是由政府直接配制电力基本建设资源。电力工业市场化的重点是将政府直接配置的电力资源交给市场来配置。从2005年党中委决定将“计划”变为“规划”至今已有10年,电加工业基本建设资源配置还是沿袭计划经济的做法,由政府制订计划,由政府审批,只是把投资项目审批权下放。电力改革没有向市场化转变。十八届三中全会提出了使市场在资源配置中起决定性作用,要求到2020年在重要领域和关键环节改革上取得决定性成果。目前,我们对市场在电力资源配置上起决定性作用尚缺乏共识。市场搞资源配置应与政府搞宏观调控、监管相结合以保证市场在电力资源配置中的决定性作用。中国电力工业的3个特点决定了中国的电力改革不可仿效英美等国的模式,中国需要寻找适合中国电力工业特点、适合中国社会主义市场经济模式的电力改革模式,目标是使市场在电力资源配置中起决定作用。
