本文基于中国工业部门37个行业的面板数据,运用随机前沿生产函数模型,对2000~2009年工业能源要素配置效率进行测度,并估算要素重置带来的节能潜力。结果表明,能源要素市场的扭曲会导致能源要素向高耗能行业流动;而约束性的能源强度目标与能源价格市场化改革能够改善能源要素配置效率;通过要素的重置,在2009年可以实现2.5亿吨标煤的节能潜力。
Based on the panel data of 37 industries in China’s industrial sector, this paper uses the stochastic frontier production function model to measure the allocation efficiency of industrial energy elements from 2000 to 2009 and estimates the potential of energy saving due to factor reset. The results show that the distortions in the market of energy elements lead to the flow of energy elements to the high-energy-consuming industries. The binding energy intensity target and the market-oriented reform of energy prices can improve the efficiency of energy elements allocation. Through the reset of elements, it can be realized in 2009 250 million tons of standard coal energy saving potential.
