The Siping Concentration Camp was the most important concentration camp for Catholic clergy held by the puppet authorities in the northeast during the Pacific War. By studying the establishment background and detention policy of the concentration camp, it was possible to understand the situation of the puppet authorities and the Japanese government over the allies and Catholic Church attitude. This article argues that the authorities of the puppet regime have basically complied with the international conventions in holding the Catholic clergy in the allies and this reflects the “friendly” attitude of the puppet authorities and the Japanese government towards the Catholic Church and their respect for European civilization.
