笔者曾经从完善机制体制和法律体系、采取必要行政和经济手段等方面对落实企业主体责任进行过探讨,但还是没有摆脱单纯对企业外部约束的思路。从《安全生产法》修改征求意见到新安法出台过程中,笔者一直非常关注这一重大举措,也提出过许多修改意见。新安法出台之后,笔者试图用辩证思维从事物发展的内外因理论来理解强化和落实企业主体责任。 The author has discussed the implementation of the main responsibilities of enterprises from the aspects of perfecting mechanism system and legal system and taking the necessary administrative and economic measures. However, it still did not get rid of the mentality of simply restraining the outside of the enterprise. From the “safety production law” to modify the solicitation of opinions to the Xin Anfa introduction process, I have been very concerned about this major move, but also made many amendments. After the promulgation of Xin Anfa, the author tries to understand and strengthen the principal part of the enterprise by dialectical thinking from the internal and external theories of the development of things.
