随着市场经济的不断发展和城镇建设步伐的加快,行政事业单位办公用房不断优化,其经营性房产规模愈来愈大。但是,长期以来,由于政府对行政事业经营性房产的使用监管不够到位,房产管理分散、效益较差、资产流失、滋生腐败等问题较为突出。对此,婺源县从规范程序入手,着力强化监管职能,从源头堵塞资产流失的漏洞,取得了较好成效。一、统一思想,强化国有资产监管职能。行政事业经营性房产是国有资产,各行政事业单位只能是在国家规范范围内享有使用权和部分收益权,不享受所有权和处置权。国务院对此早有明确规定,任何单位和个人未经国有资产管理部门批准不得将行政事业资产转
