城市化伴随着传统伦理关系的变化 ,直接导致伦理观念和社会行为的二元性。面对转型期传统与现代的冲突 ,政府既不能简单沿用传统的管理经验 ,也不能盲目搬用适用于西方发达国家工业社会的科学管理 ,而计划经济时期的一元管理模式已无法适应新的社会需要。有必要探索适合我国城市化加速发展时期的新型现代管理方式 ,构建二元结构的政府管理模式 ,即科学管理模式和伦理管理模式 ,以有效推动城市化的有序发展 The change of urbanization along with the traditional ethical relations leads directly to the duality of ethical concepts and social behaviors. In the face of the conflict between tradition and modernity, the government can neither simply follow the traditional management experience nor blindly transfer the scientific management applicable to the industrialized society in the western developed countries. However, the unified management model in the planned economy can not meet the new social needs . It is necessary to explore a new type of modern management method suitable for the accelerated development of urbanization in our country and to construct a dualistic government management model that is scientific management mode and ethical management mode so as to effectively promote the orderly development of urbanization
