1993年12月,我馆开始实行业务部室主任聘任制。我馆于1991年5月组建,担负着为军事医学科学院、解放军总医院以及全军医疗、教学、科研人员提供文献信息服务的任务。由于建馆时间短,承担的任务较重,中层领导干部年龄老化,新老交替未能解决,一半以上的业务部室主任将在一二年内达到退休年龄,不仅严重影响到干部队伍整体建设,也直接关系到长远目标的实现。对此,馆党委认为,加快业务建设,人才是基础、领导是关键,首先要实现业务部室主任的新老交替。根据需要,馆党委决定大胆引入竞争机制,实行业务部室主任聘任制。其做法如下:
In December 1993, our office started to implement the appointment system of director of business department.
