随着“一带一路”战略的提出,新疆阿拉山口口岸在国家向西开放进程中的前沿阵地和桥头堡地位凸显。目前,阿拉山口口岸优势发挥还存在以下制约因素:铁路运力不足,查验设施滞后,哈阿公路对接口岸设施建设滞后,双方对接能力不对称,口岸联检工作不同步,通关效率较低,劳动力不足,人力资源严重匮乏,产业层次偏低,经济集聚能力较弱。为了促进阿拉山口口岸优势发挥,提出以下对策建议:修建精—阿铁路复线,扩展和延伸阿拉山口的窗口效能,科学制定人才引进和培养战略,加大人才队伍储备,提高换装能力,实现双方口岸运输的通达性,制定新的联检制度,提高口岸通道运行效率,为边贸企业提供出口信贷担保。
