运用情景规划法对山西省煤炭企业发展趋势进行分析,在构建煤炭产业集群发展关键要素及趋势的基础上,得出集群化道路才是煤炭企业发展的必然选择。随后对山西省煤炭企业人力资源结构典型问题进行了分析,基于集群视角,对煤炭产业集群及其人力资源结构进行界定,进而从政府、煤炭企业、煤炭辅助企业及服务管理机构4个层面,提出山西煤炭产业集群人力资源结构优化的对策。
