针对渤海海域溢油救助资源短缺、分布不合理等问题,以中海石油环保服务有限公司为例,分析渤海溢油的风险分布现状和溢油救助基地的建设现状及规划,以海上溢油救助服务收益最大化为优化目标,建立各溢油批次与救助基地对应关系的目标函数,并采用遗传算法求解.根据计算结果,给出溢油救助资源在各救助点之间的优化配置方案.研究结果表明,该优化方法可具体到有限资源在各基地之间配置的比例问题,在现实应用中具有较强的可操作性.
In view of the shortage of oil spill rescue resources and the unreasonable distribution in the Bohai Sea, this paper takes CNOOC Environmental Protection Service Co., Ltd. as an example to analyze the current risk distribution of oil spill in Bohai Sea and the construction status and planning of oil spill rescue base. The maximization of income is the objective of optimization, and the objective function of the correspondence between the oil spill lots and the rescue base is established and solved by genetic algorithm. According to the calculation results, the optimal allocation of oil salvage resources at each salvage point is given. The results show that this optimization method can be specific to the proportion of the limited resources in the allocation of the base ratio, practical application has strong operability.
