自1988年以来,国家在连续发布的三个房改工作纲领性文件中强调,要理顺住房资金渠道,建立城市、单位及个人三级住房基金,逐步实现住房资金投入产出的良性循环。国家的这一战略部署构想宏大,意义深远。三级住房基金的建立、管理与运用,必将加速我国住房商品化的进程。随着房改的不断深化,广大从事房改工作的同志越来越深刻地认识到这项工作的重要性,并努力探索与实践,迫切希望将它规范化、管理好。 但是,应当看到,从房改起步到全面推开,已历经6年,在全国省会城市中,房改方案相继出台的已达2Q多个,而其中能够真正完整地建立三级住房基金的为数不多,真正规范运用三级住房基金的也屈指可数,其原因:
