The literature on public libraries published in the past 20 to 30 years raises a question: Legislation for public libraries is imminent. Legislation for public libraries has touched upon the fundamental issue of a country’s development of public libraries. As early as the mid-19th century, the United States and Britain enacted the Law on Public Libraries. Other countries are slow to act because of their political, social and economic causes.
