文章以柴达木循环经济实验区为例,分析发展循环经济对青海省缓解经济发展与资源、环境之间的紧张关系和破解“资源诅咒”方面的价值,阐述发展循环经济是维护国家生态屏障、实现我省可持续发展、民族地区社会稳定及经济转型的重要途径。认为应当通过完善立法、建立循环经济公益诉讼、完善公众参与机制、健全责任机制等途径推动我省循环经济可持续发展。
Taking Qaidam circular economy experimental area as an example, this paper analyzes the value of developing circular economy to ease the tension between economic development, resources and environment in Qinghai Province and the value of “resource curse” Ecological barrier, an important way to achieve sustainable development in our province, social stability in ethnic areas and economic restructuring. It is believed that we should promote the sustainable development of circular economy in our province by improving legislation, establishing public interest litigation of circular economy, improving public participation mechanism and improving responsibility mechanism.
