近年来,随着企业经营机制的转换和产业结构的调整,当阳市停产半停产企业增多,给工会工作特别是工会财务工作带来了一系列问题和挑战。一些单位的领导对依法提取工会经费的认识淡化,认为工会经费可缴可不缴,甚至认为是“乱收费”。作为当阳市财政工作的职能部门,当阳市财政局一班人认识到,在自己的职权范围内,支持工会依法收缴工会经费是自己义不容辞的职责。针对部分单位领导和财务人员对财政代扣工会经费不理解的问题,财政局通过加大对有关法律法规的宣传,把《工会法》和有关做好工会经费收缴工作的文件印成小册子发到有关单位领导、财务人员手中,并组织学习,使他们统一了思想,提高了认识,积极支持工会组织依法计提工会经费。
In recent years, with the transformation of business operation mechanism and the adjustment of industrial structure, the number of enterprises that stop production and semi-stop production in Dangyang City has increased, bringing a series of problems and challenges to the trade union work, especially to the financial work of trade unions. The leaders of some units have weakened their understanding of the withdrawal of funds from the trade unions according to law, believing that the union funds can be paid without payment, or even regarded as “arbitrary charges.” As a functional department of the financial work in Dangyang City, a group of Dangyang City Finance Bureau realized that it is their bounden duty to support trade unions to collect union funds according to law within their own sphere of responsibility. In response to the issue that some leaders and financial staff do not understand the funds of the unions, the Finance Bureau has printed the documents on the “Trade Union Law” and the documents on the collection of the funds of the unions by means of propaganda on the relevant laws and regulations. To the relevant units of the leadership, financial personnel in the hands, and organizational learning, so that they unified their thinking and raise awareness, and actively support trade unions organize labor union funds.
