改革开放以来,军队也陆续兴办了一些三资企业,获得了较好的军事经济效益和社会效益。由于缺乏经验,一些军办三资企业不同程度地存在看管理不善,协调不好,债务沉重,效益不佳等问题。究其原因有:经营项目盲目上马,经营方式贪大求洋,经营分配内紧外松,管理人才匮乏等。应采取的对策是;发挥董事机构的督导作用,增强企业活力;履行合约协议,强化法规意识;建立人才队伍,改善投资环境;加强思想政治工作,发挥党组织的政治核心作用。
Since the reform and opening up, the military has also gradually established a number of foreign-funded enterprises, and obtained better military economic and social benefits. Due to lack of experience, some military-funded and foreign-funded enterprises have problems with poor management, poor coordination, heavy debt, and poor efficiency. The reasons are: blindly launched operating projects, greed for foreign business practices, business distribution within the tight outer Song, lack of management personnel and so on. The countermeasures that should be taken are: exerting the supervision function of the board of directors and strengthening the vitality of the enterprise; fulfilling the contract agreement, strengthening the awareness of laws and regulations; establishing a talent team and improving the investment environment; strengthening the ideological and political work and giving play to the political core role of the Party organization.
