现行公费和劳保医疗制度是建国初期制定的,与目前经济和社会发展不完全相适应。受多种因素影响,近10年来上海市职工医疗费用支出呈持续、快速上升趋势,给国家财政和企业背上沉重的包袱,部份企业仅医疗费一项就超出职工福利基金总额。为了加强管理,控制医疗费用的不合理支出,近年来在公费和劳保医疗方面相应制订了改革措施。
The current public expense and labor insurance medical care system was established in the early days of the founding of the People’s Republic of China and is not fully compatible with the current economic and social development. Affected by many factors, the medical expenses of employees in Shanghai have been on a sustained and rapid upward trend in the past 10 years, which has placed heavy burdens on the state finance and enterprises. Some medical expenses alone exceed the total amount of employee welfare funds. In order to strengthen management and control unreasonable expenditure on medical expenses, reform measures have been formulated in public funds and labor insurance medical care in recent years.
