I. Overview of Development In the mid-1970s, Royal Society of Signal and Radar Sciences proposed a modular concept to assemble various thermal imaging systems for different requirements. May 1976 British Ministry of Defense is responsible for guiding the weapons and electronics policy control committee approved the idea for the British thermal imaging universal component program. The basic feature of this universal component is its flexible assembly, which makes it possible to manufacture thermal imagers of various costs and performances. The technical requirements for the thermal imaging universal assembly were established in the fall of 1976. The first phase of program justification began in 1977.
