建筑机械设备管理协会第一次年会,1986年12月在广西南宁市召开。会议总结了以改革设备管理体制为中心内容的设备经济承包责任制和租赁制的经验。这些基本经验主要有三条: 1、设备管理体制改革,是变传统的供给型管理为经营型管理,以追求设备寿命周期经济效益最优化为目标的根本性改革。它涉及设备管理工作的各个环节、各个方面。因此,改革要取得进展,就必须抓住整个链条中的决定性环节,找准突破口。从改革搞得好的一些单位的经验看,设备经济承包责任制就是带动全局的关键性环节,是改革的原动力。比如:不讲经济效益的旧观念的转变,租赁制的兴起,商品修理制度的萌生,管理责任制的确立,人财物统一管理的组织形式的创立等等。无一不是在经济承包责任制的推动和诱发下出现的。这就清晰地说明设备管理体制改革也必须从经济承包责任制抓起,才能达到预期的目的。 2、搞设备经济承包责任制,必须认真实行层层承包,一包到底。就是说:这个责任制
The first annual meeting of the Construction Machinery and Equipment Management Association was held in Nanning, Guangxi in December 1986. The meeting summed up the experience of equipment economic contract responsibility system and lease system centered on reforming the equipment management system. These basic experiences mainly include three: 1. The reform of the equipment management system is to change the traditional supply-oriented management to the management-type management, and to pursue the fundamental reform of optimizing the economic benefits of the equipment life cycle. It involves all aspects and aspects of equipment management. Therefore, to make progress in reform, we must seize the decisive link in the entire chain and identify breakthroughs. Judging from the experience of some units that have done a good job of reform, the equipment economy contract responsibility system is the key link that drives the overall situation and is the driving force behind the reform. For example, the conversion of old ideas without economic efficiency, the rise of the leasing system, the initiation of commodity repair systems, the establishment of a management responsibility system, the creation of organizational forms for the unified management of people’s property and so on. Both are brought about by the promotion and induction of the economic contract responsibility system. This clearly shows that the reform of the equipment management system must also start with the economic contract responsibility system in order to achieve the intended purpose. 2. To engage in equipment economic contract responsibility system, we must conscientiously implement layers of contracting and a package in the end. That is to say: this responsibility system
