长期以来,各级社会保险机构的主要工作重点放在基金征缴和扩大保险覆盖面上,忽略了社会保险业务的规范与管理。在1992年,我省曾为养老制度改革召开了全省社会保险业务工作会议。统一了业务操作规程。接下来几年中,我省社会保险制度经过了几次重大变革,每一次制度的更新都是以文件下发的形式贯彻实施,没有贯彻前的统一部署,也没有实施后的交流反馈,便自然而然出现八仙过海各显神通的局面,使已经统一了的业务操作规程再度分化,不仅各地区的业务操作流程不同,而且同一地区各个县市的业务操作流程与相应表格也有差异。随着社会保险费征收工作的移交和社会保险信息管理系统的运行,围绕社会保险信息管理系统,统一业务流程和管理办法已势在必行。现结合当前社会保险业务管理存在的主要问题谈谈粗浅的看法:
