我国的工伤保险制度经历了四个阶段。第一阶段,新中国成立后到改革开放初期,特点是企业自我保障,参保范围仅限于国有企业。第二阶段,自改革开放后到20世纪90年代,这是一个探索阶段。1994年我国颁布了《劳动法》,把工伤保险作为重大社会保险制度之一确定下来。第三阶段,自《企业职工工伤保险试行办法》颁布到2004年,这是我国工伤保险发展的重要阶段, China’s industrial injury insurance system has gone through four stages. In the first stage, after the founding of new China to the initial stage of reform and opening up, the characteristic is the self-protection of enterprises, and the scope of insurance coverage is limited to state-owned enterprises. The second stage, from the reform and opening up to the 1990s, this is a stage of exploration. In 1994, China promulgated the “Labor Law”, setting the industrial injury insurance as one of the major social insurance systems. In the third stage, since the promulgation of the Trial Measures on Industrial Workers’ Injury Insurance for Enterprises and Workers to 2004, this is an important stage in the development of industrial injury insurance in our country.
