党的十八届三中全会《中共中央关于全面深化改革若干重大问题的决定》明确提出,要“推行地方各级政府及其工作部门权力清单制度,依法公开权力运行流程。”广东省省委十一届三次全会进一步提出,要“探索建立政府部门权责清单制度”。目前,广东省各级政府及工作部门都在紧锣密鼓地推进清理行政权责和编制行政权责清单工作,以摸清行政权力和行政职责的底数,形成规范行政权责运行的机制,加强对行政权力的监督和制约。但是,由于行政权责清单是行政管理中的一个新鲜事物,对于什么是行政权责清单,如何编制行政权责清单,编制行政权责清单应注意的问题等等,都还处于摸索的过程中。笔者将围绕以上问题,就如何编制行政权责清单展开论述,以期为权责清单编制工作提供参考。

The author will focus on the above issues, on how to prepare a list of administrative rights and responsibilities to discuss, with a view to prepare a list of rights and responsibilities provide a reference.
