分析了公立医院公益性淡化的原因:由于宏观经济体制和社会环境因素;卫生改革目标、目的和医院改革导向因素;医院自身经营管理因素。指出了目前我国在恢复公立医院公益性质方面的误区,继而提出了公立医院公益性的路径:引入竞争机制,消除公立医院现有的绝对垄断地位;深化公立医院改革,探索实行公立医院改制;加强监管,建立科学统一的公立医院绩效评价体系。
The reasons of public welfare desalination in public hospitals are analyzed: due to the macroeconomic system and social environment factors; the goals, objectives and hospital-oriented reform of health reform; and the factors of hospital’s own operation and management. Points out the current misunderstanding of the nature of public hospitals in the restoration of public hospitals in China, and then put forward the path of public hospitals public welfare: the introduction of competition mechanisms to eliminate the existing absolute monopoly of public hospitals; deepen the reform of public hospitals to explore the implementation of public hospital restructuring; Supervision, establish a scientific and unified public hospital performance evaluation system.
