1988年7月,初轧厂向公司提出了“邀请能源部等单位来厂进行能源咨询诊断”的报告后,公司责成能源部会同全质办、计控厂、计量处、钢研所等单位组成咨询诊断小组进行此项工作。咨询诊断小组成员8人(能源部4人,各单位1人),在初轧厂的主动配合下于8月22~27日到厂作了为期一周的调查分析,并提出了诊断意见。咨询诊断小组坚持用系统工程的方法和一切用数据说话的原则,在充分调研的基础上明确了初轧节能的现状和存在的问题,提出了晋等升级需要采取的措施和建议。现将咨询诊断的结果分叙如下,以供今后咨询诊断参考。一、能耗现状初轧厂年能耗约为13万吨标煤,在全公司11个主要工序中,它高于二炼钢、轧板等厂,居第6位;所用焦炉煤气总量则居“六轧”之首,占总发生量的16%左右。近年来,初轧厂采取加强管理等多种措施,节能工作取得了进展。工序能耗从1982年的78公斤标煤/吨降为1986年构54.4公斤
