药品是日常生活中与人体健康安全密切相关的特殊商品,其价格的形成和市场价格的管理具有特殊性。2015年5月5日,国家发展改革委等七部委联合发文,决定推进药品价格改革,取消绝大部分药品政府定价,逐步建立以市场为主导的药品价格形成机制。本文以重庆医改为切入点,深入分析重庆医改失败的原因,借鉴域外药品价格定价机制的经验,进一步讨论了我国药品价格定价机制改革,在药品销售渠道、国家综合引导、公众参与三方面提出了几点具体的建议,希望对我国药品价格定价机制的改革有所帮助。
Medicine is a special commodity closely related to human health and safety in daily life. The formation of price and the management of market price are special. On May 5, 2015, the National Development and Reform Commission and other seven ministries jointly issued a document deciding to push forward the reform of drug prices, cancel the pricing of most drug governments, and gradually establish a market-led drug price formation mechanism. Based on the medical reform in Chongqing, this paper analyzes the causes of the failure of medical reform in Chongqing, and draws lessons from the experience of pricing mechanism of extra-territorial pharmaceuticals. It further discusses the reform of pricing mechanism of pharmaceuticals in China. It puts forward three aspects of drug sales channels, national comprehensive guidance and public participation A few specific suggestions, hoping to reform the pricing mechanism of pharmaceuticals in our country.
