1928年4月下旬,日本侵略者看到国民军北伐势头较猛,北洋军阀败局难挽,便以保护日本侨民为借口,于4月20日、26日、28日三天,陆续调遣在华军队集结我山东济南,并于商埠设警备线、构筑工事。4月30日夜,张宗昌所部北遁。5月1日,方振武、陈调元、贺耀祖等率部入济南城。5月3日,日本侵略者向我挑衅,顿使这座美丽的泉城变成了杀人场,其惨状令人发指。1928年5月14日,上海《新闻报》所载《济南惨劫现状》一文云:
