公民参与公共文化服务评估有助于改善公共服务提供部门的服务质量,提高公共文化服务水平、合理利用公共文化资金。公民参与评估体现在以下五个方面:公民在公共文化服务的评估项目上具有发言权;公民参与制定公共文化的发展规划和目标;公民参与设计评估的指标体系;评估结果向公民公布;公民参与改进公共文化评估。必须要配合常态化的公共文化需求反馈机制,以确保公共文化服务评估中公民参与的可持续和稳定。
Citizens’ participation in assessment of public cultural services helps to improve the service quality of public service providers, improve public cultural services and make rational use of public cultural funds. Citizens’ participation in the assessment is reflected in the following five aspects: Citizens have the right to speak on assessment items of public cultural services; citizens participate in the formulation of public cultural development plans and objectives; indicators of citizen participation in design assessment; assessment results to citizens; citizen participation Improve public cultural assessment. It is necessary to cooperate with the normalized public cultural needs feedback mechanism so as to ensure the sustainability and stability of citizens’ participation in the evaluation of public cultural services.
