针对装备采购中信息不对称突出、逆向选择行为难以避免等问题,首先,应用博弈论和机制设计理论,系统地分析了信息不对称条件下逆向选择行为的表现和形成原因;然后,通过建立数学模型探讨并提出相应的解决策略,并通过示例分析对模型和解决策略进行了验证。结果表明:通过设计一定的激励性机制,建立科学合理的观测装备承制单位产出和所获报酬指标,可减小信息不对称对装备采购活动的负面影响,并在一定程度上规避逆向选择行为,为军方科学、合理地进行决策提供支持。
In view of the asymmetric information in equipment procurement and the unavoidable adverse selection behavior, firstly, the game theory and mechanism design theory are applied to systematically analyze the performance and formation reasons of adverse selection behavior under the condition of information asymmetry. Then, The model explores and proposes corresponding solutions, and verifies the models and solutions through examples. The results show that by designing a certain incentive mechanism and establishing a scientific and reasonable unit of output of the equipment under observation and measurement and the remuneration targets received, the negative impact of information asymmetry on equipment procurement activities can be reduced and to a certain extent, the adverse selection can be avoided Conduct the military science, and make decisions rationally to provide support.
