石油消费国固然受不了能源供应突然中断的打击,但石油生产国同样受不了。如果你把一支子弹上了膛的枪放在身边,那么总有一天枪会走火的。当俄罗斯由于金钱和权力(全球能源的两个永恒战场)的纠纷,停止向乌克兰供应能源时,冰雪覆盖的北欧清晰地听见了枪响。从中欧到大西洋岸边的法国,天然气供应减少了三分之一以上。多年来,欧洲人一直在告诉自己,这个爽快向他们供应燃气的冷战时的敌人,还是可以依靠的,因为它现在毕竟算是盟友了。可是突然间,这个信念动摇了。
