1860年第二次鸦片战争后,天津被迫开埠通商,从这一年一直到20世纪20年代后期被定为“天津特别市”。天津的留学教育共经历了三个阶段,分别是:1860年-1900年的兴起阶段、1901年-1911年的繁荣发展阶段、1912年-1928年的调整规范阶段。这些时代留学生有不少后来回到天津从事教育工作,有些在教育行政机关中任职,有些在各级各类学校中担任管理工作,有些成为各级各类学校的教员,他们为推动天津近代教育的发展发挥了重要的作用。
