在甘肃省循环经济发展定性分析的基础上,从资源效率、环境质量、经济发展、社会发展四个系统,构建包括13个一级指标、48个二级指标的甘肃省循环经济评价指标体系,对2000-2009年甘肃省循环经济发展水平进行动态分析.同时,通过将甘肃省循环经济发展水平与东中西部地区、全国循环经济发展水平进行比较,以期对甘肃省循环经济发展水平进行准确判断和定位,探寻甘肃省循环经济发展的制约因素,进而提出相关的政策建议.
