东北亚主要国家中国、日本和韩国在战略石油储备上面临的共同问题是如何获得稳定、可靠的石油来源。三国经济高度相互依存,在建立共同的战略石油储备上有现实利益诉求。但目前三国战略石油储备合作仍停留在初级阶段,原因在于:各国不愿让渡部分主权,对超国家的能源共同体心存怀疑;缺乏政治互信;外部示范效应缺乏。建立共同的战略石油储备不仅能切实提高各国的能源安全,而且有助于将此领域的合作观念和实践“外溢”到其他领域,更或将促进三国实现在历史问题上的和解,进而推动更广泛领域内的合作。本文认为,建立东北亚共同的战略石油储备可以分两步走,先建立中日韩战略石油储备联盟,然后建立共同的战略石油储备体系,设立共同储备管理中心。
The common issue facing the major Northeast Asian countries China, Japan and South Korea on strategic oil reserves is how to secure a stable and reliable oil source. The economies of the three countries are highly interdependent and have realistic interests in establishing a common strategic oil reserve. However, the strategic oil reserve cooperation between the three countries is still at an early stage because all countries are reluctant to surrender part of their sovereignty and doubt the super-national energy community; lack of political mutual trust; and lack of external demonstration effect. Establishing a common strategic oil reserve can not only effectively improve the energy security of all countries, but also help to “spill out” the cooperation concepts and practices in this field into other fields, or even promote the tripartite realization of reconciliation on historical issues. Promote cooperation in a wider area. This paper argues that the establishment of a common strategic oil reserve in Northeast Asia can be divided into two steps, first establishing a strategic oil reserve alliance between China, Japan and South Korea, and then establishing a common strategic petroleum reserve system and setting up a common reserve management center.
