On December 15, 2004, the United States conducted a comprehensive test of the midfield foundation defense system and failed due to the “unexplained anomaly” in the interception missile. Two days later, the U.S. military announced the postponement of the missile defense system. This means that the Bush administration’s ballistic missile defense plan has been tumbled. Since U.S. President Bush announced on December 17, 2002, that “a group of missile defense capabilities” will be deployed in 2004-2005, the U.S. Defense Department’s Missile Defense Agency has deployed the initial foundation midfield defense system in 2004 as a missile defense Plan the overriding focus. For two years, the Missile Defense Agency has devoted all its efforts to making every effort to announce the initial service of the ground-based defensive system by September 30, 2004 (or at least by the end of 2004). This experiment, conducted on December 15, is naturally of vital importance at the “delicate” moment when the initial midfield defense system has been basically deployed and ready to be announced for service by the end of 2004.
