“公共外交”进入俄罗斯政治语言的时间并不长,但俄罗斯应用这一方式实现国家利益却由来已久,其中俄语作为重要的软实力资源,是开展公共外交的有效方式之一。俄罗斯文化的历史地位、俄语广泛的社会基础以及数量庞大的俄侨是其在语言文化推广方面的优势所在。俄罗斯希望通过推广俄语和俄罗斯文化,来提高国际影响力,塑造良好的国家形象。其举措和特点包括:制定积极的语言推广政策,上升到国家战略高度;利用原有资源,成立新的机构成为语言推广活动的实施主体;有重点、有步骤地开展语言文化推广,苏联地区是前沿和重点;在推广方式上,注重开展常规项目同特色活动相结合。这些举措使得新时期俄罗斯的语言文化推广取得了一定成就,但俄罗斯的经济实力限制了俄语的进一步扩张,新的对外语言推广方式能否取得效果也有待考察。
“Public Diplomacy ” into Russia’s political language is not a long time, but Russia’s application of this approach has long been a national interest, including Russian as an important resource of soft power, is an effective way to carry out public diplomacy. The historical status of Russian culture, the extensive social foundation of Russian language and the large number of overseas Chinese are their advantages in the promotion of language and culture. Russia hopes to enhance its international influence and create a good national image by promoting Russian and Russian culture. Its initiatives and characteristics include: formulating a proactive language promotion policy and raising it to a national strategic level; using existing resources and setting up new institutions to become the main body of language promotion activities; promoting language and culture in a focused and systematic manner; and in the Soviet Union area Frontier and focus; in the promotion methods, focusing on carrying out regular projects with special activities combined. These measures have made some achievements in the promotion of Russian language and culture in the new era. However, the economic strength of Russia has limited the further expansion of Russian language and the effectiveness of new ways of promoting foreign languages needs to be examined.
