建国以来,经过四十多年的努力,全国培养了一大批科技人才,我国已拥有一支规模较大的科技队伍。中老年科技人才,作出了很大贡献,年轻科技人才朝气蓬勃,茁壮成长,已成为生力军。但是,由于历史的原因,我国科技队伍,特别是年轻科技人才队伍方面,还存在以下突出问题: 第一,我国科技队伍的年龄结构最明显、最突出的问题是年龄老化,处于科技创造最佳年龄区的人数太少,不符合大多数人处于最佳区的要求。据1987年对我国科技队伍的调查,25—44岁年龄段的总比例只占56.8%。更应该指出的是,其中成为专业技术队伍最为重要的中坚力量的两段即“30—34岁”、“35—39岁”段正是从文革中成长起来的。
