为了密切河南省矿山机械行业科技人员以及单位之间的联系,加强技术交流和协作,促进矿山机械行业的技术进步,以适应四化建设的需要,经河南省机械工程学会同意,1986年11月17日～19日在洛阳召开了河南省矿山机械工程学会成立大会。会上,选出理事会成员,并一致同意由洛阳矿山机器厂聂绍保厂长担任理事长。
