From the perspective of occurrence theory, we should establish the legislative concept of minors’ supremacy of rights. From the analysis of operational theory, we should have the necessary concept of limited understanding. Of course, the law of understanding and respecting the minor issues is the foundation on which the legislative concept of juvenile law is established.
