甲(裘史,下同):时下,人们谈论起我国经济发展过热,焦点往往只对准企业改革过程中所暴露出来的种种短期行为,而对政府的一些短期行为及其危害却缺少清醒的认识。其实政府短期行为的危害是企业行为短期化所无法比拟的。虽然政府短期行为非中国所特有,亦非近年来刚出现,但由于政府在社会主义经济体系中所扮演的角色非常重要,所以其短期行为的危害也就特别大。这是影响中国经济健康发展的一个非常重要的制约因素。 Nowadays, when people talk about the overheating of China’s economy, the focus is often only on the short-term behaviors exposed in the process of enterprise reform. However, some short-term behaviors and the harms of the government are lacking in sober understanding. In fact, the harm caused by the government’s short-term behavior is unmatched by the short-term behavior of enterprises. Although government short-term behavior is not peculiar to or unique to China, it has not just emerged in recent years. However, due to the very important role the government plays in the socialist economy, its short-term behavior is especially damaging. This is a very important factor that affects the healthy development of China’s economy.
